Jellico Police Officer Adam Jarboe arrested Thomas Merrill Helbig Saturday.
Jarboe allegedly saw Helbig, 23, 739 North Highway 25W, Williamsburg, Ky., drive quickly into the Rocky Top Shell parking lot and allegedly park in a handicapped space. When Helbig came to a stop, he jumped from the car and ran inside the Shell Station, Jarboe said.
Jarboe told Helbig he had parked illegally in a handicapped space. Helbig had bloodshot eyes and smelled like alcohol, but didn’t consent to perform field sobriety tests, Jarboe said. Jarboe told Helbig he was under arrest for driving under the influence. Helbig threw his keys into the parking lot and swore, Jarboe said. Jarboe repeated that Helbig was under arrest, and Helbig complied, placing his hands behind his back, Jarboe said.
Helbig also refused to complete any chemical tests, Jarboe said.
Helbig was charged with driving under the influence, reckless driving, improper parking, violation of the registration law, violation of the Tennessee financial law, violation of the seatbelt law, disorderly conduct and violation of the implied consent law.
